Does Paris need an overhaul?

In keeping with the long-standing tradition of the republic’s leaders dreaming up grandiose, radical construction projects for the capital, French president Nicolas Sarkozy has ambitions to transform the city into “Le Grand Paris,” a mega-metropolis for the 21st century. Beyond that, however, his plans are a bit fuzzy. The government commissioned 10 proposals from architects and city planners; they include outrageously expensive and probably impractical ideas like building giant “green” skyscrapers, turning the major ring-road thoroughfare into a huge park, or extending the city all the way down the Seine to Le Havre on the coast. Paris has its problems, like any major, multicultural modern city, but does it really need a wholesale rethinking?
